# What's the difference between CBD oil and CBD in skincare?

**Short answer:** CBD oil is a product taken orally and regulated by food legislation. CBD in skincare — balms, creams, facial oils — is applied to the skin and regulated by EU cosmetics legislation. The molecule is the same, but the products have different purposes, different regulations and different ways of working.

## Two regulatory regimes, two worlds

**CBD oil (oral)** is assessed in the EU as a "novel food" requiring authorisation before sale — a process still ongoing at EU level. This makes the market for oral CBD products legally complicated in many countries.

**CBD in cosmetics** has a clearer status: cannabidiol is listed in the EU ingredient database [CosIng](https://ec.europa.eu/growth/tools-databases/cosing/) with recognised cosmetic functions — including antioxidant and skin-conditioning — and is regulated by [cosmetics regulation 1223/2009](https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:32009R1223). ## Different ways of working

An oral CBD oil is absorbed via the gastrointestinal tract and reaches the bloodstream. A cosmetic CBD product instead works **locally in the skin''s outer layers**, where it contributes its skin-conditioning and antioxidant properties — often in interplay with base oils, emollient plant fats and other active ingredients in the formulation.

That is why a CBD cream for massage is formulated completely differently from an oil to be ingested: in the cream the CBD works together with for example shea butter, menthol and botanical extracts for the experience on the skin — coolness, warmth, softness.
