Short answer: CBD oil is a product taken orally and regulated by food legislation. CBD in skincare — balms, creams, facial oils — is applied to the skin and regulated by the EU's cosmetics legislation. The molecule is the same, but the products have different purposes, different regulatory frameworks and different ways of working.

Two regulatory frameworks, two worlds

CBD oil (oral) is assessed in the EU as a "novel food" requiring authorisation before it can be sold — a process still ongoing at EU level. This makes the market for oral CBD products legally complicated in many countries.

CBD in cosmetics has a clearer standing: cannabidiol is listed in the EU's ingredient database CosIng with recognised cosmetic functions — including antioxidant and skin conditioning — and is regulated by the Cosmetics Regulation (EC) No 1223/2009. The requirement is that the CBD comes from industrial hemp or synthesis, not from a cannabis extract or tincture. More about the legal position here.

Different ways of working

An oral CBD oil is absorbed via the gastrointestinal tract and reaches the bloodstream. A cosmetic CBD product instead works locally in the outer layers of the skin, where it contributes its skin-conditioning and antioxidant properties — often in interplay with carrier oils, emollient plant butters and other active ingredients in the formulation.

That is why a CBD balm for massage is formulated completely differently from an oil intended to be ingested: in the balm, the CBD works together with, for example, shea butter, menthol and botanical extracts for the experience on the skin — cooling, warmth, softness.

Which should you choose?

It depends on what you are looking for. If you want something for your skincare or massage routine, you choose a cosmetic product. At Helsama we have chosen to focus precisely on the cosmetics: our range Natural Beauty by Kannavalley combines hemp seed oil and CBD with botanical extracts and modern peptides — formulated for the skin, not for ingestion.

Frequently asked questions

Is CBD in skincare the same substance as in CBD oil?

Yes, cannabidiol is the same molecule — it is the product type, the regulatory framework and the use that differ. Read more about what cannabinoids are.

Can CBD skincare give the same effect as CBD oil?

They are not comparable — a cosmetic product works locally on the skin and makes no claims beyond cosmetic functions such as moisturising and skin feel.

Does CBD skincare contain THC?

Reputable CBD skincare contains at most trace amounts far below legal limits — read the full answer here.

Is hemp seed oil the same thing as CBD?

No — hemp seed oil is pressed from the seed, which does not form cannabinoids. How to interpret the ingredient list.
