# Are CBD products sold at Swedish pharmacies? Why the shelf is empty

**Short answer:** Yes, but only what you rub on your skin. We searched the assortments of the four largest **Swedish** pharmacy chains on 30 August 2026, and every CBD product we could find was a cream, a serum or an oil for external use. **Not one product to swallow.** That is neither coincidence nor a buying decision, but a consequence of Swedish law treating the two things entirely differently. Here is what was actually on the shelf and why the line falls exactly there. Note that this article describes the Swedish market; the rules and the assortment differ between EU countries.

## What was in the assortment

We searched for "cbd" in each chain's own product search.

- **Apoteket:** zero hits. The search answered "no products found".

- **Apotek Hjärtat:** five products, all for external use. Among them Hemply Balance CBD Intimate Oil, Serum and Wash, plus a facial serum from Biodroga.

- **Kronans Apotek:** seven hits, where the CBD products were face cream and serum from BABOR.

- **Apotea:** four products, including an intimate lotion from DeoDoc, a body oil from Codage Paris and the same Biodroga serum.

Assortments change, so the figures apply to the day we checked them. But the pattern is stable and not a matter of chance: everything on offer was cosmetics.

## Why the line runs between the skin and the mouth

This is the whole explanation, and it is surprisingly simple once you see it.

A product applied externally to clean, protect or keep the skin in good condition is a **cosmetic product**. It is governed by the EU Cosmetics Regulation, must be notified in the EU product portal, and may be sold freely. A CBD cream is therefore a cream that happens to contain cannabidiol, and it can sit beside any other face cream.

A product meant to be swallowed or inhaled is something else. On its page about [cannabidiol](https://www.lakemedelsverket.se/sv/behandling-och-forskrivning/kopa-anvanda-och-hantera/vad-ar-ett-lakemedel/cannabidiol-cbd), the Swedish Medical Products Agency states that it has on several occasions decided that CBD products intended to be taken orally or inhaled are medicinal products. And medicinal products must be authorised before they may be sold.

The agency also notes that it has in several cases prohibited companies from selling CBD oils that were not authorised. The pharmacy shelf is therefore not empty because the chains chose against the product. It is empty because the product is not allowed to be there.

## The two that are actually authorised

Cannabidiol does exist as an authorised medicine in Sweden, but it is not something you pick up yourself.

**Epidyolex** contains cannabidiol only. It received EU marketing authorisation on 19 September 2019 and is, [according to the European Medicines Agency](https://www.ema.europa.eu/en/medicines/human/EPAR/epidyolex), prescription-only, indicated for certain rare forms of epilepsy in patients from two years of age and started under the supervision of a physician experienced in treating epilepsy.

**Sativex** contains both CBD and THC and is also prescription-only. The Swedish agency lists both.

Both therefore require a prescription and a doctor who has judged them warranted. They are not on open shelves, and they are not intended as supplements.

## What this means if you want to buy CBD

The practical conclusion is that a pharmacy can help you with one thing but not the other.

- **If you are looking for skincare with CBD**, it is available in retail, at pharmacies and in ordinary shops, like any other cosmetic product.

- **If you are looking for something to swallow**, you will not find it at a Swedish pharmacy, and that is down to the rules.

That a product is sold somewhere else does not automatically make it lawful. The market holds everything from fully permitted hemp seed products to extracted oils assessed as narcotics. ## How to check what you are actually buying

Since marketing rarely helps, the certificate of analysis is what says something. A COA from an independent laboratory shows the measured cannabinoid profile of that specific batch.

Three things to look for: that the certificate covers the same batch as the product in front of you, that the laboratory is independent of the seller, and that the THC content is reported separately rather than hidden inside a total. ## Common follow-up questions

**Can I order CBD oil from abroad instead?** That a product is sold lawfully in another country does not mean it may be brought in here. The assessment follows Swedish rules, and an extracted oil containing THC is assessed as a narcotic wherever it was bought.

**Why is CBD cream sold but not CBD oil?** Because cosmetics and medicines are two different regimes. It is the route of use, not the substance, that decides which applies. **Will this change?** CBD is still under assessment as a novel food in the EU, application by application. Were an application to be approved, the conditions for the food side would change. The classification of products meant to be swallowed as medicines would not automatically follow.
