You can buy CBD in Sweden, but what matters is whether the product is processed. Full-spectrum preparations that have been heated or extracted (oils, capsules, tinctures) count as narcotics under Swedish law following the Supreme Court ruling of 2019, regardless of THC content, because the industrial-hemp exemption covers the plant and not preparations containing THC. Unheated raw hemp under 0.3% Δ9-THC in its natural form, where the cannabinoids remain in acid form (THCA), is, however, legal as a raw material, as are THC-free CBD isolate and hemp seed foods.
Can you buy CBD in Sweden?
Yes, CBD as a substance is not a narcotic. What matters is the THC content. In 2019 (case B 177-19), Sweden's Supreme Court ruled that a CBD preparation containing THC counts as a narcotic preparation, regardless of whether the level is 0.01% or 0.3%. That means the full-spectrum products with THC that many people look for fall outside what's legal. The background in detail is in Is CBD legal in Sweden?.
Is it legal to buy CBD oil?
It depends on the content. Full-spectrum CBD oil by definition contains trace amounts of THC and is therefore covered by the Supreme Court ruling. CBD isolate, pure cannabidiol without THC, is not covered by the same ruling. The difference between the formats is explained in full-spectrum, broad-spectrum or isolate.
What is legal to buy?

- Raw hemp, industrial hemp under 0.3% THC in its natural form is legal as a raw material under EU agricultural legislation (what is raw hemp).
- THC-free CBD isolate, falls outside the scope of the Supreme Court ruling.

Helsama's Premium CBD Hampa is unheated ground raw hemp, legal full-spectrum in its natural form, grown on Gotland and processed in Estonia.
About Helsama’s Premium CBD Hampa: Unheated, milled raw hemp made from hemp grown on Gotland, the plant’s full spectrum in natural acid form, below 0.3% Δ9-THC. Under Swedish law, extracted full-spectrum oils are classed as narcotics (Supreme Court, 2019), and isolate isn’t full-spectrum. In a paired comparison, the Gotland material contained 8.83% CBDA against 6.64% for the same variety grown in Italy, a single observation, published by Helsama’s founder and not peer-reviewed. What accounts for the difference has not been isolated. Read more about our hemp.
